Ito po yung solution sa hindi maka pag personal hotspot o grayed ang personal hotspot sa Iphone
There are cases that Globo and MT will disabble hotspot

Requirements:
Iphone jailbreaked with cydia

In cydia app
1. Sources: add repo.hackyouriphone.org then
2. Searches:(install) personal hotspot sbsetting
3. Searches:(install) tetherme

Restart the phone.

Thats it:

Note: this trick is not tested on ios 8
